Departments (Spanish: departamentos) form the second level of administrative division in Argentina, subdividing the provinces, except for the province of Buenos Aires and the national capital, Buenos Aires. For historical reasons, Buenos Aires Province is divided into partidos,[1] which means "parts" or "divisions".[2] Each partido is normally governed by a popularly-elected Intendant. Likewise, there are no departments in the city of Buenos Aires, which was administratively divided into neighbourhoods (barrios), which have been called "comunas" since 1996.[3][4]
Departamentos do not have intendants or any other executive authorities, with the exception of Mendoza, San Juan and La Rioja. But the election of members to the provincial legislative bodies is by department. For example, in Santa Fe Province, each departamento returns one senator to the provincial senate. In Tucuman Province Legislator are elected by zone (Capital, West, East) so the "departmentos" only serves as limits for the internal division of certain civil agencies like police or health system.
Including the two nominal departments in Tierra del Fuego Province that are only claimed,[4] there are 376 departments, which does not count the partidos of Buenos Aires Province. Thirty-two department names are not unique within Argentina, leading to seventy-five departments that have same or similar name counterparts in at least one other Argentine province.
